André Goins Named New Operation Lifesaver State Coordinator for Florida

We are pleased to announce that André Goins, P.E., is the new State Coordinator for Florida Operation Lifesaver.

André was recently promoted to the new position of Administrator of Rail Operations at the Florida Department of Transportation. He has extensive public and private sector transportation engineering, planning and management experience. Andre worked with Florida Department of Transportation (District 6) as a project manager and project development engineer where he performed project development studies, developed preliminary engineering plans, analyzed the financial and feasibility aspects of transportation projects, and addressed right-of-way and permitting requirements.  

As a consultant, André was responsible for performing transportation studies and coordinating project activities with regulatory agencies, elected officials, federal, state, and local officials and the public. André received a bachelor’s degree in civil engineering from the University of Miami and a master’s degree in business administration from the University of Florida. He is also a graduate of the Department’s PE Trainee program.
